Storm Water Pollution Prevention Plan

The City of East Bethel is included in a group of communities with populations greater than 10,000 that are federally required to obtain a Municipal Separate Storm Sewer System (MS4) permit for managing non-point source storm water. Non-point source storm water is generally the overland flow of storm water that does not originate from a single pipe, otherwise known as point-source storm water.

The Phase II National Pollution and Discharge Elimination System (NPDES) permitting process requires cities, such as East Bethel, to file a Phase II NPDES permit with the Minnesota Pollution Control Agency (MCPA) addressing all the requirements of the permit.

The framework for developing the City's NPDES Phase II permit application and plan is the City's existing Comprehensive Surface Water Management Plan (SWMP). The purpose of the East Bethel Surface Water Management Plan is to provide a complete and intensive guide and reference for managing surface water resources within the City of East Bethel. The plan assists the City with policy capital improvement budgeting for water resource issues.

City of East Bethel Public Works Department requests residents to call the department to raise concerns regarding the following storm water issues:

  1. Illicit discharges into the City's storm water system;
  2. Construction site sedimentation and erosion control violations;
  3. Public concerns or comments regarding the City's Storm Water Pollution Preventions (SWPPP) program.
